Encourage public safety organizations, vendors of TTY equipment for 911 call centers, TTY vendors, and wireless service providers to work together both to better identify the extent of these difficulties and to develop solutions.

In the meantime, TTY users should consider alternatives to placing an emergency 911 call as landline phone service, analog wireless service, or TRS.
