• Direct text communication

  • Recommendations for open standard, reliable and interoperable real-time IP text (text appears character by character as it is typed) in all voice communications

    • Connectedness of real-time text

    • Support for mixed voice and text

    • Anything done with voice would not require separate treatment for text

    • Note: functionality does not now exist in VoIP or video products

  • Report recommends that all forms of text – including messaging -- be able to communicate with PSAP while conveying location information

    • Caveats about messaging as a medium for emergency communications

    • Open standards in messaging would be needed

    • Weak support for e-mail
