Data solution is desirable but does not exist:

• Baudot = the only technology available to support real-time text telephone conversations,

• Baudot = the only form of text that 911 emergency centers can handle

• Wireless telephone services offer wider geographic protection

• Data services cannot ascertain originating location of 911 call

• Data services do not support VCO

• No guarantees that wireless data services can route calls through servers to 911 centers without the same priority routing as voice calls.
