But they are within standards that also allow non-compatible methods for text transport - including doing nothing but shipping TTY tones over IP.

Unfortunately need regulation to ensure interoperability and IPtext support

(Market forces do it for Voice but not text).

Text is sometimes blocked when voice is allowed to pass.

Again market pressure is not there to prevent. Sometimes deliberate.

Need no-blocking regulation and enforcement.
