New Bureau Chief in CGB. The FCC has named Catherine Seidel as the
new bureau chief of its Consumer and Governmental Affairs Bureau. A link to

2. AT&T/BellSouth Merger. The FCC's recent approval of the
AT&T/BellSouth Merger contains a voluntary, enforceable commitment by AT&T
(made on December 28, 2006) to provide the FCC, within 12 months of the
merger closing date, a report describing the company's efforts to provide
high quality service to customers with disabilities. This commitment
follows requests from disability groups to ensure that the merged company
responsibly meets the needs of people with disabilities. Both Commissioner
Copps and Commissioner Adelstein prepared statements responding to the
merger that include mention of this disability access merger commitment.

3. Clarification of
Clarification on Emergency Programming. In July, the FCC released a
clarification of its rules on the obligations of video programming
distributors to make their emergency programming visually accessible. In
August, the FCC released another clarification of its rules on this issue.
Consumers were concerned that the FCC's second clarification gave the
television distributors too much leeway to avoid their obligations. The FCC
has now released a third clarification (to its August Clarification), to
better define these obligations. This notice is attached.
