2. AT&T/BellSouth
Merger. On October 13, 2006, the FCC sought comment on the merger of
AT&T and BellSouth. Although the time for filing comments was very brief
and expired on October 24, 2006, various disability organizations did submit
comments, requesting the Commission to impose 3 conditions on the proposed
merger. These are: (1) to extend the obligations of Sections 225 (relay
services), 251 (interconnection access), 255 (access to services and
equipment) and 710 (hearing aid compatibility) to the newly merged company
(including information services provided by that company); (2) to ensure the
pass-through of closed captions on IPTV services provided by the merged
company when those captions originated on television programming (and were
subject to the FCC's captioning rules); and (3) to ensure that customer
services provided by the newly formed company meet the needs of people with
disabilities. Persons interested in obtaining a copy of the pleading can
