1. HOVRS Petition on Video Mail - Hands On VRS has filed a petition with the FCC asking the Commission to include video
mail as a reimbursable service through the Interstate TRS Fund. Video mail enables deaf and hearing callers to leave audio
and video messages for one another through VRS in the event that the party called is unavailable. Previously, the Commission
directed NECA not to provide reimbursement for video mail service (although it is unclear whether this restriction applies
only to video messages, or to audio messages as well.) The petition has not yet been released for public comment.
2. Sununu VoIP bill - Senator John Sununu (R-NH) has introduced legislation that would prevent states from regulating VoIP
services. The bill does, however, indicate that the FCC should address disability access issues as this Internet telephone
service is rolled out. Similar legislation will be introduced in the House by Congressman Chip Pickering (R-MS). Because this
is an election year, it is unlikely that either of these bills will get far in the immediate future.
3. Captioning Exemption Petitions - New Life Team and Dr. Jack Ditty have filed petitions for exemptions from the
FCC's captioning rules. Links to these are listed below.
