Further Notice of Proposed Rulemaking: 69 FR 53382. Initial comments on the FNPRM are due October 18, 2004.

Reply comments are due November 15, 2004.

Note that if anyone is filing a petition for reconsideration, that is due 30 days after the publication date, which is October 1, 2004.
