1. TRS Orders - Today, the FCC released two orders on TRS. The first is a rate order that has not yet been released electronically. The order reduces the reimbursement rate for video relay services (VRS) from the $8.85 per minute set retroactively for 2003-04 to $7.29 per minute. This rate is interim only, subject to change, depending on additional information that can be give to the Commission from VRS providers. The order also sets rates for traditional and Internet TRS (same rate for both) and speech-to-speech relay. CapTel relay services use the traditional TRS rate.

The second order is a massive order dealing with a long list of TRS topics. The URL is contained below for individuals wishing to download this. A summary will be forthcoming.

2. The FCC has issued a public notice reminding telecommunications manufacturers and service providers of their obligation to provide the Commission with their contact information for consumer complaints. The the url is below.

Living Word Bible Church has filed a petition for exemption from the closed

captioning requirements, pursuant to Section 79.1 of the Commission's rules, 47

C.F.R. § 79.1. Petitioner claims that compliance would impose an undue burden, as

defined in Section 79.1(f) of the Commission's rules, 47 C.F.R. § 79.1(f). Comments and oppositions are due within 30 days from the date of this public notice.

Please place the case identifier, CSR 6315, on all filings. Comments and oppositions

sent via e-mail to the Commission will be considered informal and are not part of the

official record. In addition, comments and oppositions filed must indicate that they
