• Some deaf people dropping landline service when they add IP service, have no way to contact 9-1-1

• Other deaf people are stuck with TTY because they have no broadband access or computer..

• But call integrity threatened by VoIP n the network

• Text conversation standards on the books but

• Conflicting

• Optional

• Not yet implemented in products or implemented differently in different market segments

• Many network and firewall issues

• No forward path for interoperability in text conversation and video communications
