• Nationwide system is planned for cell phone and pager alerting (includes PDAs with cellular service)

• Based on user’s location when message is sent

  • Subscribers won’t need to sign up

  • But may elect not to receive alerts

• Voluntary system: Carriers may elect not to participate/send alerts
