FCC approved provision of relay calls accessed via the Internet looked at functionality, not mode of transport
"Telephone transmission services" interpreted to include "all transmissions using telephonic equipment or devices, whether over the public network, cable, satellite, or any other means, so long as the requisite functionality is provided."
Requisite functionality defined as two way communication between people with hearing or speech disabilities and people without those disabilities.
