1988 – Commission on Education of the Deaf recommendation for closed captioning and decoders

1990 – Television Decoder Circuitry Act – requires captioning decoder chip in all TVs with screens greater than 13 inches after 1993

1996 – Telecommunications Act of 1996 – requires FCC to establish schedule for closed captioning
