Why have Only IPtext on IP Networks

1. IP not good at transporting TTY

   2. QoS is variable and cannot be guaranteed in this competitive and loosely controlled environment.

3. Allows low-cost / near-no-cost support for IPtext Send and Receive

   • on all phones with display and keyboard

   • or via a dialup 'tone-relay' function.
