Dump TTY in favor of IPtext?br(for emergency and everyday telecom)

This has been suggested by both the telecom industry and by many deaf consumers.

One Big Issue

• TTY is only thing that works on analog phone lines. (IPtext does not)

  • Until everyone is VoIP – including rural and low income  --TTY will be around.

However, on IP networks

• IP text has so many advantages that it should be standardized on and should be only form of text on IP networks

  • Change TTY to IPtext at the boundaries
