  • 1976 – FCC approves Line 21 for closed captioning services

  • 1976 – FCC amends rules to require visual access to emergency notices of the Emergency Broadcasting System

  • 1980 – ABC, NBC begin to provide closed captioning (CBS wants to use teletext – begins CC in 1984).
