Digital cell phones used to garble TTY.
Several reasons:
TTY doesn’t behave like voice – switches between two frequencies very quickly
Small transmission errors make large error rates in TTY.
FCC ordered the industry to fix the problem so that deaf people can call 9-1-1 while mobile
Problem fixed as of 2002. (Some bugs may remain.)
